The EBA Pillar 3 Data Hub (P3DH) is a centralized public disclosure infrastructure operated by the European Banking Authority. Its purpose is to collect, standardize, and publish Pillar 3 disclosures from significant European banks in a machine-readable format — replacing the fragmented landscape of institution-specific PDF reports that have defined public disclosure since the original Basel II framework.
Under the Capital Requirements Regulation (CRR), specifically as amended by CRR II (Regulation EU 2019/876) and further refined through the CRR III package (Regulation EU 2024/1623), institutions are required to disclose qualitative and quantitative information about their risk profile, capital adequacy, and governance. Historically, these disclosures were published as standalone reports on institution websites, making cross-institution comparison laborious and unreliable.
The P3DH resolves this by requiring institutions to submit structured, tagged data directly to EBA's EUCLID platform. EBA then publishes this data in a standardized format accessible to market participants, analysts, and supervisors. The shift is from document-based disclosure to data-based disclosure — a fundamental change in how Pillar 3 obligations are fulfilled.
